1. (1) DDA determines the rate to support a client in a staffed residential home by assessing the client's identified needs.

2. (2) DDA completes a rate assessment, which consists of four cost centers:

   1. (a) Administrative and nonstaff costs, including transportation and damage reimbursement, if applicable;
   2. (b) Funds for community inclusion activities;
   3. (c) Consultant and training costs; and

   4. (d) Instruction and support services, which are determined by assessing a client's identified needs and supervision in the following areas:

      1. (i) Activities of daily living as defined in WAC 388-106-0010;
      2. (ii) Instrumental activities of daily living as defined in WAC 388-106-0010; and
      3. (iii) Support and supervision.
3. (3) Instruction and support services provided by the school district are not included in the rate assessment to support a client in the out-of-home services program.
4. (4) A rate assessment must be completed before start of services, if a significant change occurs, or when the household composition changes.
