"Ongoing additional requirement" means a need beyond essential food, clothing, and shelter needs and is necessary to help you continue living independently.

1. (1) We may authorize ongoing additional requirement benefits if you are active in one of the following programs:

   1. (a) Temporary assistance for needy families (TANF), or tribal TANF;
   2. (b) State family assistance (SFA);
   3. (c) Pregnant women assistance (PWA);
   4. (d) Refugee cash assistance (RCA);
   5. (e) Aged, blind, or disabled (ABD) cash assistance;
   6. (f) Housing and essential needs (HEN) referral; or
   7. (g) Supplemental security income (SSI).
2. (2) You apply for an ongoing additional requirement benefit by notifying staff who maintain your public assistance that you need additional help to live independently.

3. (3) We authorize ongoing additional requirement benefits only when we determine the item is essential to you. We make the decision based on proof you provide of:

   1. (a) The circumstances that create the need; and
   2. (b) How the need affects your health, safety, and ability to continue to live independently.

4. (4) We authorize ongoing additional requirement benefits by:

   1. (a) Increasing your cash assistance benefit if you receive cash assistance; or
   2. (b) Issuing a cash benefit if you are a HEN referral or SSI recipient.

5. (5) We use the following review cycle table to decide when to review your need for the additional benefit(s).

6. (6) Monthly payment standards for ongoing additional requirements are described under WAC 388-478-0050.
7. (7) The department may discontinue the program benefit issuances when state funds appropriated for ongoing additional requirements are exhausted.
