The department must consider separately and jointly as applicants each person named in the application for an enhanced services facility license.

1. (1) If the department finds any person unqualified as specified in WAC 388-107-1290, the department must deny, terminate, or not renew the license.
2. (2) If the department finds any person unqualified as specified in WAC 388-107-1290, the department may deny, terminate, or not renew the license.
