The facility must implement a functional program. The functional program must clearly define the level, type and scope of care provided. The functional program will cover, but is not limited to the following:

1. (1) Scope of the project;
2. (2) Type of residents to be admitted to the facility;
3. (3) Services offered;
4. (4) Activities provided;
5. (5) Transportation;
6. (6) Staffing;
7. (7) Emergency and disaster planning;
8. (8) Type of rooms;
9. (9) Resident rooms;
10. (10) Outdoor spaces;
11. (11) Laundry services;
12. (12) Janitorial services;
13. (13) Food services;
14. (14) Communication systems;
15. (15) Security systems; and
16. (16) Other components.
