New construction includes but is not limited to:

1. (1) New structures:

   1. (a) A new building to be licensed as an enhanced services facility; or
   2. (b) An addition to a building currently licensed as an enhanced services facility.

2. (2) Existing buildings:

   1. (a) Conversion of another building to an enhanced services facility;
   2. (b) Change in the use of space for access by residents within an existing enhanced services facility; and

   3. (c) Alterations, additions, or modifications of an existing facility including but not limited to:

      1. (i) Physical structure;
      2. (ii) Electrical fixtures or systems;
      3. (iii) Mechanical equipment or systems;
      4. (iv) Fire alarm fixtures or systems;
      5. (v) Fire sprinkler fixtures or systems;
      6. (vi) Wall coverings 1/28 thick or thicker;
      7. (vii) Floor coverings; or
      8. (viii) Kitchen or laundry equipment.
   4. (d) A change in the department-approved use of an existing facility or portion of a facility; and
   5. (e) An existing building or portion thereof to be converted for the approved use.
