The enhanced services facility must ensure that all staff, including management, provides care and services consistent with:

1. (1) Empowering each resident to attain or maintain the highest practicable physical, mental, and psychosocial well-being, self-care and independence;
2. (2) Respecting resident rights; and
3. (3) Enhancing each resident's quality of life.
