No person may appear before the board in a representative capacity on behalf of the individual at a community custody violation hearing other than the following:

1. (1) Attorneys at law, qualified and admitted to practice before the supreme court of the state of Washington.
2. (2) Law students admitted to practice under the Washington admission and practice rules.

3. (3) Out-of-state attorneys must comply with the Washington admission and practice rules.
