In addition to the definitions contained in WAC 197-11-700 through 197-11-799, the following terms shall have the listed meanings:

1. (1) "PLIA" means the pollution liability insurance agency.
2. (2) "Proponent" means applicant, as defined in WAC 197-11-716 or party with a proposal, as defined in WAC 197-11-784.
