An agency director may authorize lump sum relocation compensation, within existing resources, whenever:

1. (1) It is reasonably necessary that a new or existing employee move their primary domicile to accept an appointment; or
2. (2) It is necessary to successfully recruit or retain a qualified candidate or employee who will have to move in order to accept the position.
