Wash. Admin. Code § 314-07-045
(1) The board will conduct an investigation of all applicants' liquor law or rule administrative violation history. The board will not normally issue a liquor license to a person, or to an entity with a true party of interest, who has the following administrative violation notice history.

| • | Three or more public safety violations; | • | Violations issued within two years of the date the application is received by the board's licensing and regulation division. |
| • | Four or more conduct violations; or | • | Violations issued within the last two years the true party(ies) of interest were licensed. |
| • | Five or more regulatory violations. |
