May a vessel be operated on the waters of this state if it is not registered? An unregistered vessel may be operated on the waters of this state for fifteen consecutive days from the date of purchase using the notarized bill of sale in lieu of a registration certificate. The notarized bill of sale shall be carried on the vessel and contain:

1. (1) The name and address of the purchaser;
2. (2) The model year, make, and hull identification number of the vessel;
3. (3) The date of sale; and
4. (4) The name, address and signature of the seller.
