1. (1) As used in this chapter, interactive means the course structure and technologies promote active student involvement with the course content, including the ability to:

   1. (a) Access or bypass optional content, if applicable;
   2. (b) Submit questions or answer test items, and receive direct feedback; and
   3. (c) Communicate with the instructor and/or other students on an immediate or reasonably delayed basis.
2. (2) Interactive instruction specifically excludes courses that only provide passive delivery of instructional content.
