Wash. Admin. Code § 296-96-24670 – Hoistway requirements

(1) Escape ladders shall be installed and shall extend the full length of the hoistway.
1. (a) Ladders shall be installed in a manner to provide access to an emergency exit and shall be located in a position so that in an emergency a person can safely transfer from the car platform to the ladder.
  Note: Transfer is considered safe when a person can maintain 3 points of contact while making the transfer.
2. (b) An "IMPAIRED CLEARANCE" sign shall be posted at the bottom of a ladder when the face of the ladder is less than 762 mm (30 in.) from any structure.
(2) The minimum clearance between a car side and the hoistway enclosure is 25.4 mm (1 in.).
(3) The clearance between a car platform and a landing sill shall be at least 12.7 mm (0.5 in.) but not more than 38.1 mm (1.5 in.).
(4) Adequate lighting shall be installed and operating in the path of travel.
Note: For the purpose of this section, adequate lighting shall be 5 fc.
