Wash. Admin. Code § 296-96-23115 – Access to overhead sheaves

(1) Overhead sheaves shall be provided with a means of access for inspections and maintenance.
(2) Guardrails shall be installed where working platform or decking is provided and does not cover the complete hoistway.
(3) Guardrails shall comply with ASME A17.1/CSA B44, Section 2.10.
(4) Inspections and maintenance may be performed from the top of the elevator car providing access is attainable without the use of a ladder.
