1. (1) These rules define a "WAC material lift" as a fixed stationary conveyance that:

   1. (a) Has a car or platform moving in guides;
   2. (b) Serves two or more floors of a building or structure;
   3. (c) Has a vertical rise of at least 1524 mm (60 in.) and no more than 18.288 m (60 ft.);
   4. (d) Has a maximum speed of 0.254 m/s (50 ft./min.);
   5. (e) Is not part of a conveying system but is an isolated self-contained lift;
   6. (f) Travels only in an inclined or vertical direction;
   7. (g) Is operated or supervised by an individual designated by the employer;
   8. (h) Is installed in a commercial or industrial area not accessible to the general public; and
   9. (i) May not be operated from within the car.

2. (2) WAC material lifts shall not carry people so their operation or failure will not endanger people working near them. WAC 296-96-05010 through 296-96-05290 establishes requirements for the construction, installation, and operation of standard material lifts.

   These rules do not apply to conveyances that lack a car (platform) and use rollers, belts, tracks, power conveyors, or similar carrying (loading) surfaces. (See ASME/ANSI B20.1.)
