Wash. Admin. Code § 296-56-60031
Employers must have the locomotive engineer sound an audible whistle, horn or bell to give adequate warning prior to switching across any road crossing. Whenever cars are pushed with a locomotive, a signalman must be located at the crossing to give signals in conjunction with other warnings by the engineer.
