(1) Use of railway cars.
Explosives cannot be kept in a railway car unless:
(2) Warning signs for railway cars not in transit.
(a) Any railway car containing explosives must have warning signs attached to every side of the car when it is:
(b) Warning signs must read "EXPLOSIVES—HANDLE CAREFULLY—KEEP FIRE AWAY."
