The department will issue a license to the manufacturer applicant(s) provided:

1. (1) The required inspection confirms that the site plan is accurate and the facilities comply with applicable regulations of the department.
2. (2) The applicant(s) or operating superintendent and employees are sufficiently trained and experienced in the manufacture of explosives.
