   1. (a) The department when applying for a new or renewal license;
   2. (b) Any dealer the purchaser plans to order explosive materials from, prior to placing the order.
3. (3) Notification of list changes. The purchaser must make sure the dealer's and department's authorized agent lists are updated as changes occur.
