1. (1) Orders.

   1. (a) An order for explosives can be placed:

      1. (i) In person;
      2. (ii) By telephone; or
      3. (iii) In writing.

   2. (b) The dealer must receive proper authorization and identification from the person placing the order to verify the person is either the:

      1. (i) Purchaser; or

      2. (ii) Purchaser's authorized agent.

         Note:	This requirement does not apply to licensed common carrier companies when the common carrier:
         	1. Is transferring explosive materials from the seller to the purchaser; and
         	2. Complies with transfer practices of the state and federal U.S. DOT regulations.

2. (2) Deliveries. The dealer must:

   1. (a) Not distribute explosive materials to an unauthorized person;
   2. (b) Make sure the recipient is the purchaser or the purchaser's authorized agent;
   3. (c) Verify the recipient's identity from a photo identification card (for example, driver's license);

   4. (d) Obtain the:

      1. (i) Purchaser's magazine license number when explosives are delivered to a storage magazine.
      2. (ii) Legal signature of the purchaser or the purchaser's authorized agent on a receipt documenting the explosives were received.
