A person, firm, contractor, partnership, corporation or certified installer may appeal a notice of infraction by:

1. (1) Filing two copies of an appeal notice, specifying the reasons for the appeal, at the office designated on the notice of infraction; and
2. (2) Filing the appeal notice within twenty days of the date the infraction is mailed.
