1. (1) A supplemental long-term care insurance consumer's guide in the format developed or approved by the commissioner, must be provided to all prospective applicants of a supplemental long-term care insurance policy or certificate.

   1. (a) In the case of solicitations by an insurance producer, the insurance producer must deliver the consumer's guide prior to the presentation of an application or enrollment form.
   2. (b) In the case of direct response solicitations, the consumer's guide must be presented in conjunction with any application or enrollment form.
2. (2) Issuers or insurance producers of life insurance policies or riders containing accelerated supplemental long-term care benefits are not required to furnish the consumer's guide, but must furnish the policy summary required by RCW 48.212.080(2).
