1. (1) Charitable and nonprofit organizations must closely supervise all persons operating their gambling activities according to all provisions of Title 230 WAC and chapter 9.46 RCW.
2. (2) Only full and regular members of charitable or nonprofit organizations may supervise or manage amusement games.

3. (3) Organizations may use nonmembers for positions that are not of a supervisory or management nature if the nonmembers are:

   1. (a) Employees of the organization, hired on a regular or part-time basis, and employed primarily for purposes other than to conduct the activities; or
   2. (b) Volunteers under the supervision of a member and not directly or indirectly compensated for their work.
