1. (1) Bingo operators may charge either no fee or a flat fee for players to use electronic bingo card daubers.

2. (2) Operators must not:

   1. (a) Charge a rental fee to players with disabilities that restrict their ability to mark cards if the disabilities are consistent with the ADA; or
   2. (b) Make players with disabilities comply with minimum purchase requirements for daubers. However, players with disabilities must comply with any minimum purchase required of all other players.
3. (3) Operators must report rental fees for daubers as bingo receipts.
