When necessary, the board, in consultation with WSDOT local programs, may issue concurrence on a project phase modification or scope change. Projects seeking phase modifications or scope change must provide in-writing justification, including cost and delivery date adjustments. Scope or phase modifications shall not be considered beyond the biennium for which the project was appropriated.
