The director may reinstate the license if, within twenty days after the effective date of expiration, the licensee:

1. (1) Pays both the annual assessment fee and the late fee; and
2. (2) Attests under penalty of perjury that it did not engage in conduct requiring a license under this chapter during the period its license was expired. The director may confirm the licensee's attestation by an investigation.
