1. (1) The director shall collect a fee of sixty-nine dollars per employee hour expended for services, plus actual expenses, for review, investigation and processing of:

   1. (a) New license applications;
   2. (b) Small loan endorsement applications;
   3. (c) Additional locations;
   4. (d) Change of control;
   5. (e) Relocation of office;
   6. (f) Voluntary or involuntary liquidation of licensee.
2. (2) The director may require a lump sum payment in advance to cover the anticipated cost of review and investigation of the activities described in this section.
