1. (1) The purpose of this chapter is to ensure compliance with RCW 42.56.040; with the applicable provisions of the Public Records Act, chapter 42.56 RCW; and to provide notice to the public of the organization and procedure of the department as required by the Administrative Procedure Act, chapter 34.05 RCW.
2. (2) This chapter establishes general rules regarding public records in the custody or control of the department.
3. (3) Department divisions may adopt additional rules to supplement this chapter.
4. (4) If specific rules adopted by a division conflict with this chapter, the specific rules control in those situations.
