1. (1) Unless otherwise specified, the terms "mail," "provide," "file," "submit," and "send" are interchangeable and mean to properly transmit, deliver, or distribute:

   1. (a) By email or other electronic services; or
   2. (b) In another format approved by the department.
2. (2) This section does not apply to appeals filed under Title 50A RCW.
