Wash. Admin. Code § 192-02-050 – Purpose of requests

(1) If a request is for a list of individuals, the department may:
1. (a) Ask the requestor if records are intended for a commercial purpose; and
2. (b) Require the requestor to provide information about the purpose of the use of the list.
(2) The department should specify on its request form that the department is not authorized to provide public records consisting of a list of individuals for a commercial use under RCW 42.56.070(8).
