This chapter applies to:

1. (1) Any producer of mercury-containing lights sold in or into Washington state, as defined in this chapter.
2. (2) Any stewardship organization operating an approved product stewardship program for any producer or group of producers.
3. (3) Any covered entities as defined in this chapter.
4. (4) Collectors of mercury-containing lights including those participating in a product stewardship plan approved under this chapter.
5. (5) Transporters of mercury-containing lights participating in a product stewardship plan approved under this chapter.
6. (6) Processors of mercury-containing lights under a product stewardship plan approved under this chapter.
7. (7) Any retailer, electric utility, or other person that gives away, offers for sale at retail, or sells mercury-containing lights in or into Washington state at retail.
