This chapter applies to:

1. (1) Any manufacturer, as defined in this chapter.
2. (2) The authority or authorized party for a covered electronic product (CEP) recycling plan.
3. (3) Any person who collects covered electronic products (CEPs) in Washington state for a CEP recycling plan approved under this chapter.
4. (4) Any person who transports covered electronic products (CEPs) in Washington state for a CEP recycling plan approved under this chapter.
5. (5) Any person who directly processes covered electronic products (CEPs) for a CEP recycling plan approved under this chapter.
6. (6) Any retailer that offers for sale or sells electronic products and covered electronic products (CEPs) in or into Washington state.
7. (7) Any local government in Washington state.
8. (8) Any nonprofit charitable organization that collects covered electronic products (CEPs) in Washington state.
9. (9) Any household, charity, school district, small business, or small government (covered entities) in Washington state that wants to recycle unwanted covered electronic products (CEPs).
