When reviewing a completed environmental checklist to make the threshold determination, the responsible official or his designee will:

1. (1) Independently evaluate the responses of the applicant and note comments, concerns, corrections, or new information in the right margin of the checklist.
2. (2) Conduct the initial review of the checklist and any supporting documents without requiring additional information from the applicant.
