The department shall determine whether a site is a high quality wetland system including, but not limited to:

1. (1) Wetlands with special characteristics including:

   1. (a) Estuarine wetlands;
   2. (b) Natural Heritage wetlands;
   3. (c) Bogs;
   4. (d) Old-growth and mature forested wetlands;
   5. (e) Interdunal wetlands;
   6. (f) Vernal pools; and
   7. (g) Alkali wetlands.
2. (2) Bog-like wetlands, aspen-dominated wetlands, camas prairie wetlands, and marine water with eelgrass beds.
3. (3) Category I wetlands (Washington state wetland rating system, 2004 or as amended).
4. (4) Category II wetlands with a habitat score ˃ 29 points (Washington state wetland rating system, 2004 or as amended).
