1. (1) Collusion among bidders and/or market manipulation are prohibited.

2. (2) To prevent bidder collusion and minimize the potential for market manipulation, a registered entity registered to participate in an auction may not release or disclose any bidding information including, but not limited to:

   1. (a) Intent to participate or refrain from participating in an auction;
   2. (b) Auction approval status;
   3. (c) Intent to bid;
   4. (d) Bidding strategy;
   5. (e) Bid price or bid quantity; or
   6. (f) Information on the bid guarantee provided to the financial administrator.
3. (3) No party shall coordinate the bidding strategy of more than one auction participant.
