1. (1) This chapter applies to any person who manufactures, distributes, or sells or offers to sell a priority consumer product that contains a priority chemical in or into Washington state.

2. (2) This chapter does not apply to:

   1. (a) Consumer products excluded from chapter 70A.350 RCW.
   2. (b) Consumer products transported or stored in Washington state solely for sale or distribution to consumers outside of Washington state.
   3. (c) The recycling or disposal of existing stock.
