The department will review engineering reports, plans and specifications, and operation and maintenance manuals for industrial wastewater facilities to:

1. (1) Determine whether the proposed facilities will be designed, constructed, operated and maintained to meet effluent limitations and other requirements of an NPDES or state waste discharge permit, if applicable; and
2. (2) To meet the policies and requirements of chapters 90.48 and 90.54 RCW pertaining to prevention and control of pollution of waters of the state; and
3. (3) To determine whether the facility will be designed, constructed, and operated consistent with good engineering practices.
