1. (1) Through the application process the applicant shall identify the considerations used while submitting the project. At a minimum, the applicant shall consider the following priority rating factors:

   1. (a) Investment in overburdened communities;
   2. (b) Environmental health disparities as identified in the environmental health disparities map specified in RCW 43.70.815;
   3. (c) Location on or providing direct access to a federally recognized Indian reservation or lands;
   4. (d) Sustaining the structural, safety, and operational integrity of the road;
   5. (e) Vehicle and pedestrian collision experience;
   6. (f) Access improvements to a community facility; and
   7. (g) Identified need in a state, regional, county, or community plan.
2. (2) Through the ranking and selection process, the ranking calculation must take into account points for satisfying the considerations listed.
