The county road administration board shall adopt rules in accordance with the provisions of the statute for purposes of administering the CAPP regarding the following:

1. (1) Distribution of CAPA funds.
2. (2) Pavement management systems.
3. (3) Preparation of annual county arterial preservation programs.
4. (4) Allowable activities for CAPA funding.
5. (5) Accounting and audit provisions.
6. (6) Annual CAPP accomplishments report.
