1. (1) The department will reimburse some or all of the guardian's nonrecurring guardianship expenses associated with establishing the guardianship and as specified in the agreement up to $2,000 per child or youth.

2. (2) The department will reimburse for the following nonrecurring guardianship expenses:

   1. (a) Court costs associated with establishing the guardianship;
   2. (b) Attorney fees directly related to finalizing a guardianship;
   3. (c) Costs associated with a home study; and
   4. (d) Other costs directly related to establishing the guardianship of the child or youth.
3. (3) The department will not reimburse nonrecurring guardianship expenses that are reimbursable from other sources including, but not limited to, the guardian's employer.
