Children and families may receive child protective services when there is an allegation that a child has been abused or neglected:

1. (1) By a parent, legal custodian, or guardian of the child;
2. (2) While attending the Washington center for deaf and hard of hearing youth;
3. (3) While attending the state school for the blind;
4. (4) In a state-operated facility;

5. (5) In a DCYF or DSHS licensed or certified facility including, but not limited to:

   1. (a) Substance use disorder treatment facilities licensed under chapter 71.24 RCW that treat patients on a residential basis; and
   2. (b) Entities that provide behavioral health services on a residential basis;

6. (6) By persons or agencies subject to licensing under chapter 74.15 RCW, including, but not limited to:

   1. (a) Host homes; and
   2. (b) Individuals employed by or volunteers of such facilities; and
7. (7) In residential private schools.
