1. (1) Caregivers must make reasonable efforts for their home to meet the following conditions for and be based on the developmental needs of the children and youth placed in their care including, but not limited to:

   1. (a) Having:

      1. (i) A method for heating and cooling;
      2. (ii) Access to electricity and lighting, safe drinking water, and toilet and bathing facilities; and
      3. (iii) Safe and sanitary pets; and

   2. (b) Verifying safe outdoor spaces when accessible to children or youth. This includes, but is not limited to, providing adequate supervision for the following:

      1. (i) Trampolines;
      2. (ii) Bodies of water;
      3. (iii) Pools;
      4. (iv) Hot tubs; and
      5. (v) Fire pits; and

   3. (c) Mitigating residence hazards including, but not limited to:

      1. (i) Pest infestation;
      2. (ii) Fire hazards, including exposed wires or flammable materials within three feet of a fire source; and

      3. (iii) Other safety hazards that may be accessible to children or youth, including:

         1. (A) Overflowing garbage;
         2. (B) Uncontained pet waste; and
         3. (C) Excessive debris.
2. (2) The department will make reasonable efforts to assist caregivers in acquiring necessary items to verify and maintain safe and sanitary conditions of the home and property, if these conditions are not met.
