Facilities licensed as GRCs may be licensed:

1. (1) To provide care for children or youth in one of the following age groups:

   1. (a) Two through five years old;
   2. (b) Six through 12 years old; or
   3. (c) Thirteen through 17 years old; and
2. (2) For more than one age group, including children under two years old, with a supervision plan that has been approved by LD.
