Facilities licensed as CRCs must:

1. (1) Provide or arrange, at a minimum, the following support and services to reduce high-risk behaviors and increase children's and youth's stability:

   1. (a) An assessment of the family to develop a treatment plan for the youth;

   2. (b) Family counseling focused on:

      1. (i) Communication;
      2. (ii) Skills development; and
      3. (iii) Problem solving;
   3. (c) Individual or group counseling or both;
   4. (d) School participation plans;
   5. (e) Safety and transition plans to address the youth's high-risk behaviors; and
   6. (f) Referrals to transition the family to community-based support services; and
2. (2) Document intervention services provided to youth in their well-being file.
