Facilities licensed as:

1. (1) CRCs must follow the maximum length-of-stay requirements outlined in RCW 43.185C.290;

2. (2) Secure CRCs may be licensed to provide care to youth ages 12 through 17 years old who meet one of the following criteria:

   1. (a) Youth ordered by the court to be placed for contempt on at-risk youth orders. These youth may be ordered into a secure CRC that is colocated with a detention facility; or
   2. (b) Youth placed by law enforcement officers and who are runaways, in dangerous situations, or in violation of curfew; and

3. (3) Semi-secure CRCs may be licensed to provide care to youth ages 12 years through 17 years old who meet one of the following criteria:

   1. (a) Youth are beyond the control of their parents or guardians and behave in a way that endangers an individual's welfare;

   2. (b) Need assistance getting any of the following:

      1. (i) Food;
      2. (ii) Shelter;
      3. (iii) Health care;
      4. (iv) Clothing;
      5. (v) Educational services; or
      6. (vi) Resolving family conflicts;
   3. (c) Need temporary protective custody; or
   4. (d) Have parents or guardians who are not able or willing to continue efforts to keep the family together.
