Licensees must meet the following requirements for children's and youth's cultural needs:

1. (1) Maintain an environment that is inclusive and respectful of their cultures, including meeting all the requirements of WAC 110-145-3060 if applicable;

2. (2) Allow and assist their participation in activities relevant to their culture, which includes their self-identified:

   1. (a) Spiritual and religious beliefs;
   2. (b) Race and ethnicity; and
   3. (c) SOGIE;
3. (3) Allow them to decline participation in cultural activities;

4. (4) Gather information on their cultural needs from any of the following, as appropriate:

   1. (a) The child or youth; and
   2. (b) The child's or youth's representatives;

5. (5) Develop a written plan using the information gathered in subsection (4) of this section to meet their cultural needs, including:

   1. (a) Specific activities they:

      1. (i) Would like to participate in either at the facility or off-site; and
      2. (ii) Do not want to participate in;
   2. (b) How they can participate according to their developmental capabilities, including how they will get to and from off-site activities; and

   3. (c) If there are health, safety, or well-being reasons why they may not participate in these activities:

      1. (i) The reason why they may not participate;
      2. (ii) Actions they can take that would allow them to participate in the future; and
      3. (iii) Equivalent alternative activities they may choose to participate in; and
6. (6) Review the plan quarterly and update as needed with them and their representative.
