Licensees may use time-delay mechanisms on windows and doors except for SRHs licensed for five or fewer children or youth, if:

1. (1) Approved by the department;
2. (2) They meet the fire codes and are approved by the state fire marshal;
3. (3) There is an exterior door that provides escape in the event of an evacuation; and
4. (4) The time-delay mechanisms automatically unlock when the fire alarm goes off.
