1. (1) When counting days to determine when the time allowed or prescribed for an action under these rules or to meet a hearing deadline:

   1. (a) Do not include the day of the action, notice, or order. For example, if an initial order is mailed on Tuesday and a party has twenty-one days from the date of mailing to request a review, count Wednesday as the first day.
   2. (b) Count the last day of the period, unless the last day is a Saturday, Sunday, or federal or state legal holiday, in which case the deadline is the next business day.
2. (2) For periods of seven days or less, count only business days.
3. (3) For periods over seven days, count every day, including Saturdays, Sundays, and federal and state legal holidays.
4. (4) The deadline ends at 5:00 p.m. Pacific Time on the last day.
