The department shall develop terminal and vessel design standards that:

1. (1) Adhere to vehicle level of service standards as described in RCW 47.06.140;
2. (2) Adhere to operational strategies as described in RCW 47.60.327; and
3. (3) Choose the most efficient balance between capital and operating investments by using a life-cycle cost analysis.
