Subject to appropriation, the department must establish and administer a grant program to assist cities in providing:

1. (1) The infrastructure necessary to accommodate development at transit-oriented development densities within station areas, including water, sewer, stormwater, and transportation infrastructure and parks and recreation facilities;
2. (2) Station area planning or other predevelopment costs necessary for implementation of station area plans; and
3. (3) The staffing necessary to implement transit-oriented development requirements.
